📄 UAE Car Registration, Insurance & Transfer

Work through the documents and official steps before final payment. The process can differ by emirate and the vehicle's situation.

Before a used-car transfer

  1. Read the existing Mulkiya and match VIN, plate, owner, model and vehicle details to the physical car.
  2. Ask seller to resolve traffic fines, outstanding finance or other holds. A financed vehicle may need a lender release before transfer.
  3. Check whether an approved inspection is needed for this transaction. Book a separate independent mechanical inspection for your own protection.
  4. Get an insurance quote for the exact VIN and planned use; confirm effective date and required cover before the transfer appointment.

At handover

  1. Use the applicable official authority/service centre for the vehicle's emirate; bring the identity documents and other paperwork its current service asks for.
  2. Agree in writing who pays inspection, plate, transfer and registration costs. Confirm any old plate or insurance treatment with the authority and insurer.
  3. Check transfer completion, new electronic registration and policy details before releasing the balance of payment. Save official receipts.

Inspection is not a warranty

A registration or roadworthiness test checks the requirements of that service at that time. It may not establish accident-free history, engine/gearbox life, real mileage or absence of flood damage. Before purchase, separately check the VIN history, service records and an independent workshop report.

On renewal, check your insurance date, any inspection requirement, fines and the authority's current charges in advance. A seller's “renewed Mulkiya” does not tell you whether a later ownership transfer has different requirements.

Where to confirm: Use the relevant emirate's official vehicle-licensing channel. Dubai drivers can start with RTA; Abu Dhabi/Al Ain drivers can check TAMM and Abu Dhabi Mobility. Service availability and steps should be checked directly before travelling.
